The government-backed initiative marks a game-changing step towards mobilizing local, international and development capital through professional venture capital fund managers.

Startup Bangladesh Limited (SBL), the flagship venture capital and fund management company of the Government of the People’s Republic of Bangladesh under the ICT Division, today started operational activities of the Bangladesh Fund of Funds, a government-backed initiative designed to mobilize local, international, and development capital into Bangladesh’s startup ecosystem. The initial size of Bangladesh Fund of Funds is BDT 400 Crore.
The Fund represents a major shift in how public capital supports innovation in Bangladesh. Instead of investing only in individual startups, the Bangladesh Fund of Funds will channel capital through selected professional venture capital fund managers, enabling broader market participation, stronger investment governance, and greater access to growth capital for promising Bangladeshi startups.
The Government’s 2026 election manifesto placed strong emphasis on startup and entrepreneurship development, particularly as a means of creating jobs, advancing innovation and building a technology-driven economy. In line with that commitment, the Government has allocated BDT 500 crore for startup development in the current fiscal year. A range of tax and VAT incentives, including a zero percent turnover tax, have also been introduced to create a more supportive environment for young entrepreneurs and technology-driven startups.
The operational beginning through the Request for Expression of Interest (REOI) was announced at a program held at the ICT Division in Dhaka, attended by senior government officials, representatives of development partners, venture capital and private equity firms, startup founders, investors, and other ecosystem stakeholders.
The program was graced by Mr. Fakir Mahbub Anam MP, Honorable Minister for Ministry of Posts, Telecommunications and Information Technology, as the Chief Guest. Mr. Rehan Asif Asad, Adviser to the Honorable Prime Minister for Posts, Telecommunications and Information Technology, attended as the Special Guest. The program was chaired by Mr. Md. Mamunur Rashid Bhuiyan, Secretary, ICT Division, and Chairman of Startup Bangladesh Limited.
Speaking at the event, Mr. Fakir Mahbub Anam MP, Honorable Minister for the Ministry of Posts, Telecommunications and Information Technology said: “The Bangladesh Fund of Funds can become a game-changing platform for our startup ecosystem. It is the most important initiative that we have taken for the country to support our startups. It will help connect promising Bangladeshi entrepreneurs with the capital, expertise, and global networks they need to grow. Through this initiative, we want to build a stronger pathway for innovation-led enterprises to create employment, attract investment, and contribute to Bangladesh’s future economy.”
Mr. Rehan Asif Asad, Adviser to the Honorable Prime Minister for Posts, Telecommunications and Information Technology added: “Bangladesh has no shortage of talented entrepreneurs or innovative ideas. We want to rebuild the nation where good ideas do not stop for lack of capital, where investors can enter the market with confidence and where our most promising startups can grow from Bangladesh to the world. The Fund of Funds is an important step in that journey. It will help bring together public capital, private investment, experienced fund managers, global networks and new market opportunities under one stronger ecosystem.”
Presiding over the program, Mr. Md. Mamunur Rashid Bhuiyan, Secretary, ICT Division, and Chairman of Startup Bangladesh Limited, said: “This initiative demonstrates the government’s commitment to creating an enabling environment for venture capital and innovation. Our vision is to build a startup ecosystem that can grow on its own strength, where government creates the foundation, private capital brings scale and global investors bring knowledge, networks and new opportunities. The Bangladesh Fund of Funds is a step toward that future.”
During the program, Mr. Nurul Hai, Managing Director & CEO of Startup Bangladesh Limited, delivered a detailed presentation on the Bangladesh Fund of Funds, outlining its proposed structure, investment approach, fund-manager selection process, co-investment mechanism, and expected contribution to the ecosystem. He said: “The Bangladesh Fund of Funds is not just about providing capital. It is about building the proper ecosystem that Bangladesh will need for its next generation of startups. We want public capital to unlock much larger pools of private and international investment, strengthen professional fund managers and give high-potential Bangladeshi startups a clearer path to scale. In that sense, the Fund of Funds is not simply another financing program. It is part of the financial infrastructure we need to build a deeper, stronger and more globally connected startup economy.”
Representing the Japan International Cooperation Agency (JICA), Ms. Morikawa Yuko said: “The Fund of Funds will help deepen Bangladesh’s venture capital market by attracting institutional and foreign investment, bringing global VC firms into the ecosystem and expanding access to finance for promising startups. The Sidecar Facility will complement this by strengthening the startup pipeline, increasing available capital and improving investor capacity.”
Over the past decade, Bangladeshi startups have reportedly attracted approximately USD 1.2 billion in investment, while local investors accounted for only around 7 percent of the capital deployed. Through the Bangladesh Fund of Funds, Startup Bangladesh aims to create a powerful multiplier effect: every unit of public capital will be used to attract additional private, institutional, and development capital into the country.
The operationalization of the Fund marks an important milestone in Startup Bangladesh’s broader mission to build an inclusive, innovation-driven, and investment-ready Bangladesh.

তথ্য ও যোগাযোগ প্রযুক্তি বিভাগের আওতাধীন গণপ্রজাতন্ত্রী বাংলাদেশ সরকারের ফ্ল্যাগশিপ ভেঞ্চার ক্যাপিটাল ও ফান্ড ম্যানেজমেন্ট প্রতিষ্ঠান স্টার্টআপ বাংলাদেশ লিমিটেড (এসবিএল) বাংলাদেশের স্টার্টআপ ইকোসিস্টেমে স্থানীয়, আন্তর্জাতিক ও উন্নয়ন সহযোগীদের বিনিয়োগ প্রবাহ বাড়ানোর লক্ষ্যে সরকার-সমর্থিত উদ্যোগ ‘বাংলাদেশ ফান্ড অব ফান্ডস’-এর কার্যক্রম শুরু করেছে। ফাণ্ড অব ফান্ডস এর প্রাথমিক আকার ৪০০ কোটি টাকা।
বাংলাদেশের স্টার্টআপ ইকোসিস্টেমের উন্নয়নের লক্ষ্যে সরকারের পাশাপাশি বেসরকারি খাতকে উদ্বুদ্ধ করতে সরকার ফান্ড অব ফান্ডস এর মাধ্যমে ক্যাটালিটিক ক্যাপিটাল প্রদানের উদ্যোগ গ্রহণ করেছে। এর ফলে স্টার্টআপ বিনিয়োগে দেশি-বিদেশি ভেঞ্চার ক্যাপিটাল কোম্পানি তথা বেসরকারি খাতের বিনিয়োগ উল্লেখযোগ্য হারে বৃদ্ধি পাবে।
বর্তমান সরকারের ২০২৬ সালের নির্বাচনী ইশতেহারেও স্টার্টআপ ও উদ্যোক্তা উন্নয়নকে বিশেষ গুরুত্ব দেওয়া হয়েছে, বিশেষ করে নতুন কর্মসংস্থান সৃষ্টি, উদ্ভাবন এবং প্রযুক্তিনির্ভর অর্থনীতি গড়ে তোলার লক্ষ্যে। সেই অঙ্গীকারের ধারাবাহিকতায় সরকার চলতি অর্থবছরের বাজেটে স্টার্টআপ উন্নয়ন খাতে ৫০০ কোটি টাকা বরাদ্দ দিয়েছে। পাশাপাশি টার্নওভার কর শূন্য শতাংশ নির্ধারণসহ বিভিন্ন কর ও ভ্যাট অব্যাহতি দিয়ে তরুণ উদ্যোক্তা ও প্রযুক্তিনির্ভর স্টার্টআপের জন্য আরও সহায়ক ব্যবসায়িক পরিবেশ তৈরির উদ্যোগ নেওয়া হয়েছে।
ঢাকায় তথ্য ও যোগাযোগ প্রযুক্তি বিভাগে আয়োজিত অনুষ্ঠানে Request for Expression of Interest (REOI) এর মাধ্যমে ফাণ্ড অব ফান্ডস এর অপারেশনাল কার্যক্রমের আনুষ্ঠানিক সূচনা করা হয়। অনুষ্ঠানে সরকারের ঊর্ধ্বতন কর্মকর্তা, উন্নয়ন সহযোগী, বিনিয়োগকারী এবং ইকোসিস্টেমের সংশ্লিষ্ট অংশীজন উপস্থিত ছিলেন।
অনুষ্ঠানে প্রধান অতিথি হিসেবে উপস্থিত ছিলেন ডাক, টেলিযোগাযোগ ও তথ্যপ্রযুক্তি মন্ত্রণালয়ের মাননীয় মন্ত্রী ফকির মাহবুব আনাম, এমপি। বিশেষ অতিথি হিসেবে উপস্থিত ছিলেন মাননীয় প্রধানমন্ত্রীর ডাক, টেলিযোগাযোগ ও তথ্যপ্রযুক্তি মন্ত্রণালয়ের উপদেষ্টা রেহান আসিফ আসাদ। অনুষ্ঠানে সভাপতিত্ব করেন তথ্য ও যোগাযোগ প্রযুক্তি বিভাগের সচিব এবং স্টার্টআপ বাংলাদেশ লিমিটেডের চেয়ারম্যান মোঃ মামুনুর রশীদ ভূঁঞা।
প্রধান অতিথির বক্তব্যে ফকির মাহবুব আনাম এমপি বলেন: “বাংলাদেশ ফান্ড অব ফান্ডস আমাদের স্টার্টআপ ইকোসিস্টেমে বড় পরিবর্তন আনার একটি উল্লেখযোগ্য মাধ্যম। দেশের স্টার্টআপদেরকে সহায়তা করার লক্ষ্যে এটি সরকারের নেওয়া সবচেয়ে গুরুত্বপূর্ণ উদ্যোগ। এর মাধ্যমে সম্ভাবনাময় উদ্যোক্তারা প্রয়োজনীয় পুঁজি, অভিজ্ঞতা এবং আন্তর্জাতিক নেটওয়ার্কের সঙ্গে যুক্ত হওয়ার সুযোগ পাবেন। আমরা চাই উদ্ভাবননির্ভর নতুন কোম্পানিগুলো বড় হোক, কর্মসংস্থান তৈরি করুক, নতুন বিনিয়োগ আকর্ষণ করুক এবং বাংলাদেশের ভবিষ্যৎ অর্থনীতিতে গুরুত্বপূর্ণ ভূমিকা রাখুক।”
বিশেষ অতিথি রেহান আসিফ আসাদ বলেন: “বাংলাদেশে মেধাবী উদ্যোক্তা ও ভালো আইডিয়ার কোনো অভাব নেই। আমরা এমন একটি বাংলাদেশ গড়ে তুলতে চাই, যেখানে অর্থের অভাবে একটি ভালো উদ্যোগ থেমে যাবে না, বিনিয়োগকারীরা আস্থার সঙ্গে বিনিয়োগ করতে পারবেন এবং আমাদের সম্ভাবনাময় স্টার্টআপগুলো দেশের গণ্ডি পেরিয়ে বিশ্ববাজারে যেতে পারবে। Fund of Funds সেই যাত্রার একটি গুরুত্বপূর্ণ পদক্ষেপ।”
সভাপতির বক্তব্যে মোঃ মামুনুর রশীদ ভূঁঞা বলেন: “সরকার এমন একটি পরিবেশ নিশ্চিত করতে চায়, যেখানে ভেঞ্চার ক্যাপিটাল ও উদ্ভাবন স্বাভাবিকভাবে বিকশিত হতে পারে। আমাদের লক্ষ্য এমন একটি স্টার্টআপ ইকোসিস্টেম গড়ে তোলা, যা সময়ের সঙ্গে নিজের শক্তিতেই আরও বড় হবে। আমরা যদি বাংলাদেশ ফাণ্ড অব ফান্ডসকে সঠিকভাবে বাস্তবায়ন করতে পারি, তাহলে আরও বেশি স্টার্টআপে বিনিয়োগের পাশাপাশি বাংলাদেশের আগামী দিনের অর্থনীতির জন্য প্রয়োজনীয় একটি শক্তিশালী বিনিয়োগ অবকাঠামোও তৈরি হবে।”
অনুষ্ঠানে স্টার্টআপ বাংলাদেশ লিমিটেডের ব্যবস্থাপনা পরিচালক ও প্রধান নির্বাহী কর্মকর্তা নুরুল হাই বাংলাদেশ ফান্ড অব ফান্ডসের প্রস্তাবিত কাঠামো, বিনিয়োগ কৌশল, ফান্ড ম্যানেজার নির্বাচনপ্রক্রিয়া, কো-ইনভেস্টমেন্ট ব্যবস্থা এবং ইকোসিস্টেমে এর সম্ভাব্য অবদান নিয়ে বিস্তারিত উপস্থাপনা করেন। তিনি বলেন: “বাংলাদেশ ফান্ড অব ফান্ডস একটি শক্তিশালী ক্যাটালিটিক ক্যাপিটালের পাশাপাশি স্টার্টআপ ইকোসিস্টেম উন্নয়নের একটি কার্যকরী পদক্ষেপ। এ ফাণ্ড অব ফান্ডস এর মাধ্যমে আমরা আরও বেশি বেসরকারি ও আন্তর্জাতিক বিনিয়োগ আকৃষ্ট করতে চাই, দক্ষ ও পেশাদার ফান্ড ম্যানেজার তৈরি করতে চাই এবং সম্ভাবনাময় স্টার্টআপদের বড় হওয়ার একটি পরিষ্কার পথ তৈরি করতে চাই। আমাদের লক্ষ্য এমন একটি বাজার তৈরি করা, যেখানে ভালো উদ্যোক্তারা সহজে পুঁজি সংগ্রহ করতে পারবেন, বিশ্বমানের কোম্পানি গড়ে তুলতে পারবেন এবং বিশ্বের বিভিন্ন প্রান্তের বিনিয়োগকারীদের বাংলাদেশে আকৃষ্ট করতে পারবেন। বাংলাদেশ ফান্ড অব ফান্ডস সেই বৃহত্তর বিনিয়োগ অবকাঠামোর একটি গুরুত্বপূর্ণ অংশ।”
জাপান ইন্টারন্যাশনাল কো-অপারেশন এজেন্সির (JICA) প্রতিনিধি Ms. Morikawa Yuko বলেন: “বাংলাদেশ ফান্ড অব ফান্ডস দেশের ভেঞ্চার ক্যাপিটালকে আরও শক্তিশালী করতে সহায়তা করবে। এর মাধ্যমে দেশি প্রাতিষ্ঠানিক বিনিয়োগ ও বিদেশি বিনিয়োগ বাড়বে, আন্তর্জাতিক ভেঞ্চার ক্যাপিটাল প্রতিষ্ঠানগুলো বাংলাদেশে আরও সক্রিয় হবে এবং সম্ভাবনাময় স্টার্টআপগুলোর জন্য অর্থায়নের সুযোগ বাড়বে। এর পাশাপাশি সাইডকার ফ্যাসিলিটি নতুন ও বিনিয়োগযোগ্য স্টার্টআপের সংখ্যা বাড়াতে, বিনিয়োগের জন্য আরও তহবিল তৈরি করতে এবং বিনিয়োগকারীদের সক্ষমতা বাড়াতে সহায়তা করবে।”
গত এক দশকে বাংলাদেশি স্টার্টআপগুলোতে আনুমানিক ১.২ বিলিয়ন মার্কিন ডলার বিনিয়োগ হয়েছে। তবে এর মধ্যে স্থানীয় বিনিয়োগকারীদের অংশ ছিল মাত্র প্রায় ৭ শতাংশ। বাংলাদেশ ফান্ড অব ফান্ডসের মাধ্যমে স্টার্টআপ বাংলাদেশ একটি শক্তিশালী বহুগুণ প্রভাব তৈরি করতে চায়, যেখানে প্রতিটি ইউনিট সরকারি মূলধন দেশের জন্য অতিরিক্ত বেসরকারি, প্রাতিষ্ঠানিক ও উন্নয়নমূলক বিনিয়োগ আকর্ষণে ব্যবহৃত হবে।
ফান্ডটির কার্যক্রম শুরু হওয়া একটি অন্তর্ভুক্তিমূলক, উদ্ভাবননির্ভর ও বিনিয়োগ-উপযোগী বাংলাদেশ গড়ে তোলার লক্ষ্যে স্টার্টআপ বাংলাদেশের বৃহত্তর যাত্রায় একটি গুরুত্বপূর্ণ মাইলফলক।
