Rashel joined Startup Bangladesh in 2022 and focuses on early and growth stage internet services and mobile technology startups. He is responsible for Sourcing and Screening Deals, Preparing Investment Thesis, Performing Due Diligence on Potential Business Investments, Structuring and Executing Deals, Managing and Monitoring Portfolio Companies at Startup Bangladesh.

Prior to Startup Bangladesh, Rashel worked with BD Venture Limited; a homegrown pioneer Venture Capital firm and CVC Finance Limited; a fast-paced Financial Institution licensed by the Central Bank of Bangladesh where he closed several Venture Capital and Private Equity Deals.

Having actively been involved in the startup ecosystem since 2015, he has developed a strong network of ecosystem players. He understands why startups blossom and why they fail, and how to lead them to grow. He loves interacting with entrepreneurs and helping them grow.

For strengthening his passion in Venture Capital and Private Equity, he has participated in numerous training and acquired considerable knowledge on Alternative Investment domain.
Rashel holds a Bachelor of Business Administration (BBA) with major in Finance & Banking, and Master of Business Administration (MBA) in Finance from Patuakhali Science and Technology University.

Md Dewan Adnan joined the Startup Bangladesh Limited team in 2022 as an Investment Manager bringing over 8 years’ experience of working with startups, innovation and young leaders in Bangladesh. Prior to joining Startup Bangladesh Limited, he worked as a consultant for the Innovation Design and Entrepreneurship Academy (iDEA) Project of ICT Division for almost 5 years. He was the primary consultant for the startups on behalf of the project and guided the startups as required. He also helped the project plan and manage several national-level programs like “Student to Startup” to boost the startup ecosystem of Bangladesh.

Adnan is an Electronic and Computer Engineer by training. He achieved his Bachelor of Science Degree from the Polytechnic University of Turin, Italy.
Before working for the Government, he taught Computer Science and Engineering in two reputed private universities in Bangladesh. He loves to work with young leaders, meet people and visit new places.

Monirul brings over 21 years of extensive experience in both government and multinational organizations, with proven expertise in corporate governance, regulatory compliance, and the Companies Act. Since joining Startup Bangladesh Limited (SBL), he has made significant contributions toward strengthening the company’s governance framework, ensuring strict compliance, and facilitating seamless management of government funds. He is working closely with multiple key ministries of the Government of Bangladesh, including the Cabinet Division, Finance Division, Legislative and Parliamentary Affairs Division, and ICT Division. His contributions at SBL have been truly unparalleled.

Prior to joining SBL, Monirul served as Senior Consultant (Product Innovation Specialist) at the iDEA Project under Bangladesh Computer Council, ICT Division. While working at iDEA Project, he played pivotal role for different assignments including formation of ICT Division’s first company and the government’s only one venture capital company, Startup Bangladesh Limited.

Earlier in his career, he held several senior managerial positions in Bangladesh’s private telecommunications sector, including Pacific Bangladesh Telecom Limited (Citycell). Before working in Citycell, he also worked as Assistant Director at Bangladesh Bank, the country’s central bank.

Monirul holds a Bachelor’s degree in Computer Science and Engineering from RUET. He is also a certified Project Management Professional (PMP). Beyond his professional life, he is passionate about mentoring, collecting and reading books, and traveling whenever time permits. He has travelled Singapore, Malaysia, China, India, Saudi Arabia for different professional trainings and personal affairs. In his personal life he is married and blessed with two daughters and one son.

Mr. Nurul Hai serves as the Managing Director overseeing all business aspects of Startup Bangladesh Limited (SBL). He brings over 16 years of experience in venture investing, impact fund management, company building, value creation, investment banking and impact research. His career spans South Asian markets with additional engagements in East Africa and the Caribbean, where he has helped founders turn resilient business models into scalable and profitable outcomes while protecting investor downside through strict morning, significant value addition, disciplined governance and appropriate exits. He believes that thriving startup ecosystems are built when public ambition effectively meets private execution, and he has made a practice of translating that belief into investable pipelines, clear decision frameworks and actionable results. Before joining SBL, he was the Vice President at SEAF, a global impact fund management firm based in Washington D.C., focusing on global impact investing and development impact work. In Bangladesh, he led SEAF’s Bangladesh Ventures Fund and completed several exits from portfolio companies as well as an Agri-ventures fund.

Mr. Hai’s earlier leadership track includes building the research and alternative asset management teams at LankaBangla AMC, where he formed teams and managed public-markets fund with a strong process discipline. As part of his earlier advisory roles, he steered US$2–40 million transactions across various verticals including consumer, agri-ventures, technology and industrials. Foundational roles at IL Capital, BD Capital, BRAC Bank, and Asian Tiger Capital Partners sharpened his end-to-end skill set from origination and valuation to documentation, monitoring, and exit execution.

Mr. Hai’s network spans DFIs, VCs, PEs, Financial Institutions, and other Institutional Investors, enabling fundraising and market entry for companies while maintaining strong standards on governance and ESG including gender-lens investing and climate actions. He has executed several types of exits including IPO, trade sale, settlement, self-liquidation, etc. He contributes to the ecosystem as a pitch judge at Unicorn Battles, an APAC Mentor & Strategic Advisor to 2X Ignite (part of 2X Global), and a Board Member of the Global Centre for Risk and Innovation – platforms he uses to coach operators and raise the bar for investment readiness. He holds an EMBA (Finance) from IBA and a BBA (Finance) from the University of Dhaka.

His vision for Startup Bangladesh Limited is to pair speed with stewardship: disciplined pacing and concentration, transparent monitoring, and global partnerships that open new markets for Bangladesh’s founders and investors. The goal is a pipeline where outcomes are shared – founders grow with clarity, and investors are rewarded through clean governance and timely profitable exits.
